First of all, thank you for inviting me to this important event and it's a great honor to speak in front of many courageous supporters of North Korean Human Rights.

My name is Teruaki Masumoto. I'm the Secretary General of the Association of the Families of Victims Kidnapped by North Korea.My own sister, Rumiko,was kidnapped by North Korea in 1978.

Our organization was originally formed on March 1997.
At that time, no one really believed in the possibility of North Korea being responsible for the abduction of Japanese citizens. And our complaints and efforts were quite fruitless.

However, after Kim Jong-Il admitted the crime at the first Japan-North Korea Summit meeting in Pyongyang on September 2002, Japanese people finally came to notice the truly horrific nature of North Korean abduction.

From then on, the anger of the Japanese citizens toward this cruel crime grew bigger and stronger, and now many people support the "families of victims" and demanding for the immediate return of every single Japanese victims.

Kim Jong-Il stated that “my subordinates conducted these crimes through their own decisions and adventurism, I knew nothing of this plot and I have already punished those responsible. There are five survivors. Eight are dead and no records of entrance exist for the remaining two which the Japanese are requesting investigation.
As for the surviving victims, we will respect their >will and try to resolve this problem accordingly.”

However, contrary to this statement by Kim Jong-Il, it is obvious that Kim himself had not only known but had given direct orders to conduct this terrorist act. Here, I just want to point out the fact that one of the repatriated abductors formerly detained in South Korea is now given the status of "national hero" in North Korea.

Until this day, no concrete evidence is provided from North Korea to prove the death of the eight victims. North Korea’s explanations are quite unnatural and unrealistic. And in fact, last November, North Koreans themselves admitted that at least some documents they had submitted to the Japanese authority were forgery.
We believe that most of victims are alive and are waiting for their rescue. Although no one outside North Korea can definitely prove, we have been receiving information on their existence from various sources.

After Pyongyang summit in 2002, five survived victims were allowed to return to Japan, temporally in North Korea’s intention. Notably, they were not allowed to bring their children with them.
One of the returned victims testified that if they had requested to bring their children, they could not have returned to Japan at all. Despite the Japanese government’s request, North Korea had continued to refuse the repatriation of children.
Finally, North Korea gave in on May 2004.
But as a trade-off, the Japanese government promised the food supply of two hundred fifty thousand tons, medicine equal to 10 million dollars and a promise that Koizumi administration would not impose economic sanctions against North Korea.

By undermining the implementation of the economic sanctions, which we, the Families association, believe is an effective tool to resolve the issue North Korea is succeeding and repeating its position that the abduction issue has already been fully-resolved.

Last year, the North Korean government produced human remains claimed to be of Megumi Yokota and tried to gloss over the abduction issue, but the remains turned out to be someone else’s through scientific examination by specialists.
North Korean authority submitted someone else’s remains to convince us the death of Megumi who has become a symbol of our rescue movement.

Why did North Korea resort to this kind of cheap trick?
Because North Korean authority is really afraid of economic sanctions.
By ending the abduction issue and establishing diplomatic relations, North Koreans are hoping to get huge financial aid from Japan.
We believe that economic sanctions are indispensable to elicit serious responses from North Korea. Without sanctions, we could never get the truth from the North.
I never give up until all the victims including my own sister Rumiko would be rescued.

The US Congress passed the North Korean Human Rights act last year and President Bush signed it into law.
Just a week ago, the US House of Representatives has adopted a resolution condemning North Korea for abduction of South Korean and Japanese citizens.
I admire the strong leadership of the US people. On behalf of families of abductees, I would like to express my heartfelt gratitude here.

For the rescue of all the abductees and the liberation of all the oppressed people in North Korea, I am determined to struggle to the bitter end.
We would never forget our families, and we’d never forgive Kim John Ill.

まず、この重要な会議に私を招待してくださってありがとうございます。北朝鮮人権の勇敢な支援者の前で話すことは名誉とするところです。

　私は「北朝鮮による拉致被害者家族連絡会」事務局長の増元照明と申します。私の姉、増元るみ子は1978年、北朝鮮によって拉致されました。

　私たちの組織は1997年3月に結成されました。当時は、北朝鮮が日本人を拉致していることを信じる人はいませんでした。そして、我々の訴えは非常にむなしいものでした。

しかし。２００２年９月１７日平譲での「日朝首脳会談」の席上、金正日がその国家的犯罪を認めたことにより、すべての日本国民が「北朝鮮による拉致」という事実を知ることとなりました。
　それから日本国民の怒りは大きく膨らみ、今では多くの日本国民が我々「被害者家族」を支持し、被害者の帰国を望んでいます。

　金正日は「彼の部下が英雄的、盲動主義的行動から行ったことであり、責任者は既に処罰した。生存者は５人、８人は死亡、２人は未入境。生存している被害者については、本人の意思を尊重し解決することに誠意を持ってあたる」というものでした。

しかしながら、キムジョンイルによるこの声明とは逆に、「拉致」という国家テロは、金正日本人の指令であることは明らかであり、韓国で捕まっていた実行犯の一人は「英雄」として北朝鮮国内で暮らしている事実を指摘したいと思います。

　この日まで、8人の犠牲者の死亡を証明するようなものは一切提示されておらず北朝鮮の説明は、かなり不自然であって、非現実的です。そして、事実上、去年の11月に、北朝鮮自身が、それらが日本政府に提出した証拠のいくつかが偽造であることを認めました。
日本国民は彼らの多くが生存し、救出されるのを待っていると信じていますし、我々の下には、確認は出来ないものの、生存情報も入ってきております。

　その後、生存被害者５人は２００２年、１０月１５日「一時帰国」の名目で帰国してきましたが彼らの子供たちを連れてくることは許されませんでした。もし、子供たちの同伴を要請していたら帰国すら出来なかったろうと被害者本人が言っています。日本の政府の要求にもかかわらず、北朝鮮は、子供の帰還を拒否し続けました。

　最終的に、北朝鮮は2004年5月に日本政府の要請を受け入れました。
その際日本政府が約束したものは、２５万トンの食糧援助と１０００万ドル相当の医薬品、更に経済制裁の発動の否定でした。

「拉致被害者」を救出するための手段であると私たち家族会が信じている「経済制裁の発動」を放棄させることにより、北朝鮮政府は「拉致問題は解決」という立場を崩していない。
　昨年、北朝鮮政府は「横田めぐみさん」の骨と称するものを日本政府に渡し、「拉致問題の終結」を目論見ましたが、日本の科学力によりその骨は「めぐみさん」のものとは別人であるという鑑定結果が出ました。

　即ち、北朝鮮政府は別人の骨を出し、私たちの救出運動のシンボルになった「めぐみさん」の死を納得させようとしたのです。

　何故そうしなければならなかったのか？　北朝鮮政府は「経済制裁」の発動を恐れているからです。また、「拉致問題」を終結させて「日朝国交」を回復させ、多額の支援金や食糧支援を欲していたからです。

　私たちは、「経済制裁」という「圧力」を持って北朝鮮政府との「対話」をしなければ事実を明らかにすることは出来ないと考えています。

　今、この瞬間も北朝鮮のどこかに囚われている私の姉るみ子を含む多くの拉致被害者を救出するまであきらめることは出来ません。

　アメリカでは昨年北朝鮮人権法が議会を通過し、ブッシュ大統領はそれにサインしました。ちょうど一週間前には、北朝鮮による日本人・韓国人拉致を非難する決議が採択されました。

米国の人々のリーダーシップに敬意を表したいと思います。拉致被害者家族を代表して、ここで深謝したいと思います。

　すべての拉致被害者が救い出され、北朝鮮で抑圧されているすべての人々が解放される時まで、私は戦い抜く覚悟です。
　ともに戦いましょう。
